Yes, “withdrawn” means that the property is not currently being actively marketed. This may be temporary, as some sellers take their home off the market in order to make some repairs and/or upgrades to make it more marketable. It could be permanent, as the seller’s plans may have changed. Either way, it doesn’t hurt to speak with the listing broker to confirm the property’s status and/or the reason it has been withdrawn.
